California's Big Problem: That Evil Free Parking

Weeks after the California Legislature managed to scrap together a budget fix to the $42 BILLION shortfall, one might think Legislators would be hard at work trying to solve the remaining $8 BILLION out year deficit.

Instead, the Legislature spent Tuesday afternoon discussing SB 518. The measure, authored by Senator Lowenthal (D-Long Beach), would impose state parking regulations that forbid local communities from using state funds, either directly or indirectly, to subsidize parking.

In other words, the bill enacts a state mandate attempting to eliminate “free parking” for the stated purposes of fighting global warming and enacting “social equity.”

The measure stems from a February informational hearing entitled "Reducing Congestion and Greenhouse Gas Emissions through Parking Policy.” So what's so bad about free parking? The informational hearing showed the public how free parking is truly the root of all evils. You see, free parking is responsible for:

-Incentivizing car ownership and driving which adds to traffic;
-Contributing to rapid urban sprawl & "extravagant" energy use;
-Making housing more expensive;
-Free parking is a leading contributor to global warming & climate change; and of course
-Failing to provide an additional revenue stream to state & local governments.


No... this is not a joke.

The reality is that parking is an inherently local matter. Through their zoning ordinances, cities and counties mandate how many parking spaces each new development must provide. In most cases, these minimum parking requirements are set to ensure free parking to all users of the development at the maximum level of demand. Instead SB 518 allows the state to decide how a local government decides where you can park, or how much it will cost.

The great irony of course is that by eliminating free parking the Democrats will hurt those they claim to care for the most - the working poor. Supporters of these legislative measures have noted that eliminating free parking 'may create financial difficulties' for the economically disadvantaged. Unfortunately there is no "may" about it.

The Progressive Policy Institute, a think tank affiliated with the Democratic Leadership Council, noted:

In most cases, the shortest distance between a poor person and a job is along a line driven in a car. Prosperity in America has always been strongly related to mobility and poor people work hard for access to opportunities. For both the rural and inner-city poor, access means being able to reach the prosperous suburbs of our metropolitan economies, and mobility means having the private automobile necessary for the trip.

People who use transit because they do not have a car face limited mobility and diminished job prospects.

Before enacting anther social engineering policy for political purposes Legislators should consider an amendment suggested by Senator Roy Ashburn (R-Bakersfield) in Committee. Sen. Ashburn proposed amending the bill into a Legislature specific pilot program thereby eliminating the taxpayer subsidized parking for Senators and Assemblymembers.

After all, shouldn’t those who are so willing to implement their political will on the State be forced to live by the same rules as you and I? If after two years of riding public transit Legislators still believe eliminating free parking is the cure for all societies’ ills, then by all means, have at it.

Obama Gets Tough on Budget, Cuts Out a Latte

Following Tax Day's "tea party" demonstrations against massive government spending and as Congress reconvenes to try to hammer out a budget deal, President Obama met with his full cabinet today for the first time in his presidency to ask them share in the pain of the American people asking them to cut the budget by $100 million.

Marvel at the fiscal responsibility.

That's right, after both chambers of Congress passed Obama's $3.5 trillion budget outline for 2010, which contemplates a $1.2 trillion deficit, the President now says that "We have an obligation . . . to make sure that this government is as efficient as possible." Let us not forget that while Obama continues to claim that his budget would cut the deficit by half by the end of his term, his spending plan would double the national debt.

While it's true that cutting back on government spending has to start somewhere - let's be very clear: $100 million represents .003 percent of $3.5 trillion. It is worth noting that Obama's marching orders to the Cabinet were less than meets the eye. Why? Because many of the savings he asked them to achieve are already under way.

The British have an old saying: Penny-Wise, Pound-Foolish. This is taking this saying to new levels - not Pound-Foolish, but trillion dollar foolish.

And Greg Mankiw, economics professor at Harvard, puts things in perspective by comparing Obama's spending cut figure to the budget he just proposed:

To put those numbers in perspective, imagine that the head of a household with annual spending of $100,000 called everyone in the family together to deal with a $34,000 budget shortfall. How much would he or she announce that spending had be cut? By $3 over the course of the year--approximately the cost of one latte at Starbucks. The other $33,997? We can put that on the family credit card and worry about it next year.

It could be funny if it wasn't so insulting to taxpayers.

Sacramento's Tax Day Tea Party

On the day millions of taxpayers drop their tax returns into the mailbox, thousands of those same people showed up in states from California to Kentucky to Massachusetts. Here in Sacramento, it is estimated that 5,000 people stood at the doorstep of California's Capitol Building.

The people weren't demanding universal health care.
They weren't demanding higher union wages.
They weren't asking for any government handouts.

In fact, they weren't even protesting President Obama - though that was a focal point.
Intead these citizens were asking for a restraint to the out of control tax and spend policies of government on all levels
. They were protesting policies put in place by both Republicans and Democrats that see to make people beholden to their government.
Speakers at the Sacramento Tea Party, including Mark Williams, Eric Hogue, Fox News' Neil Cavuto, talk radio personality Michael Reagan, Armstrong and Getty (KSTE 650) and Rep. Tom McClintock, rallied the crowd all afternoon. There was no shortage of signs, including "No on 1A" signs. Prop 1A is the ballot measure on the May 19 special election to create state spending restrictions and extend state tax increases by $16 billion.

At times the plethora of signs made the event reminiscent of a WWE event, but this wasn't a Vince McMahon promotion pitting Right against Left. Instead it was an event about Right vs. Wrong. It was a peaceful and respectful rally by people who are against building a debt for future generations. It was a gathering of mothers, fathers, grandmothers and grandchildren alike standing united protesting the wreckless spending of an ever growing State and Federal government.

The message was simple: Americans of all political persuasions have grown weary of politicians forcing taxpayers to pick up the tab for their wasteful spending instead of working together to make the tough fiscal decisions Americans are forced to make each and every day. They've had enough of seeing their hard-earned tax dollars wasted on pork-barrel spending that won't create jobs, rebuild their savings, or get our economy moving again. This is the message of the tea party movement.


Part of what drives the Tea Party movement — not just taxes today - but all of the spending that will eventually require crushing taxes to resolve. The Obama administration plans a spending spree unlike anything outside of world wars in our history, and wants to sell a fantasy that only the rich have to pay for it. It’s ridiculous on its face. The amounts are staggeringly high, and even 100% confiscation wouldn’t begin to cover it.

After an $800 billion stimulus bill, the Obama budget increases spending by $1 trillion over 10 years, includes an additional $250 billion placeholder for another bailout, and calls for a Pay-As-You-Go (PAYGO) law while astonishingly violating that rule by $3.4 trillion. Additionally, the 25% spending increase in the Obama budget represents the largest non-war government expansion since the New Deal and people realize that spending money we do not have is not the answer.

Remember, if government spending got us out of recessions, why would we ever have recessions? We’d just spend our way out of everything.

Enough is enough. It's time for the Federal Government and the California Legislature - Democrats and Republicans alike - to live within their means.

Liberty is all the stimulus we need.
Liberty, the root of what meant to the Founders' generation "liberal," describes freedom from control and interference, particularly by government. People want their freedom first. And they cannot have it if government forces dependence on them through the bondage of excessive taxes forcing them to work just to keep up with the mounting debt.

Politics, Religion & Obama

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness.

President Obama told reporters in Turkey that America is not defined by any one religion. "I've said before that one of the great strengths of the United States is, although as I mentioned we have a very large Christian population, we do not consider ourselves a Christian nation..." Rather, he says we are "citizens" gathered around a "set of principles."

Now it is true that America is not a Christian nation in the way that, say, Iran is a Muslim nation. This isn't a theocracy; it's a democracy. We are a democracy that consider ourselves a nation of Americans. But let us be very clear, this great nation was created and founded on a Judeo-Christian ethic. And that ethic has served us well.


Let us consider the "set of principles" which, like a great moral magnet, has gathered these millions of citizens from every other country of the world. The "self-evident" core belief of Americans is that we are all created equal. Equal... how? Equal in the eyes of our heavenly Creator and, here in America, equal before the law that was instituted to preserve our God-given liberty. Only the Christian religion insists on liberty. Without liberty we are not free to love. Only the Christian religion insists on loving God and our neighbors and even our enemies! In fact it's a commandment from God.

It would seem that in addition to appealing to secular Europe, our new president is trying playing to his secular base at home when he says we aren't a Christian nation. He wants to reassure them that the first amendment is designed to protect the state from the influence of the church. The Founders, of course, believed that there should be no established state religion, but that the success of democratic government depended on citizens who were themselves governed by religious morality. The history of the twentieth century is dominated by the bloody failure of godless systems of government in Europe, Russia and Asia.

Patrick Henry boldly declared: "It cannot be emphasized too strongly or too often that this great nation was founded, not by religionists, but by Christians; not on religions, but on the Gospel of Jesus Christ. For this very reason peoples of other faiths have been afforded asylum, prosperity, and freedom of worship here."

This nation is founded on Christian principles. In this nation, equality is expressed as Christian tolerance. That's the reason that every religion of the world feels at home in America, because in a very real way, this IS a Christian nation.

Capitalism Wins Again: Ford's Stock Kicks into High Gear

Ah the beauty of capitalism... and the hope for a stock (umm my stock) that has been scorned.

Here's the deal, when your competitors have hobbled themselves by taking bailout money and letting the government run their businesses, just stay focused on the big picture: make a profit
by selling cars that people want to buy. The [Ford.jpg]government can wish for a market for green econoboxes, but they can't make people buy them. Not yet at least. If you sell the only product people want, you will make a killing. Ford got an important boost from news that it had significantly bolstered its balance sheet by slashing its debt by 28%, equal to $9.9 billion, through an exchange of old debt for cash and equity, without any help from the federal government. The news sent shares of American auto maker soaring 16 percent Monday.

Ford's 28% reduction in its overall debt comes as General Motors Corp. and Chrysler LLC have failed to make significant progress in their discussions with bondholders and lenders. Both car maker are trying to shave significant debt obligations in coming weeks to meet the Obama administration's demand for a major reorganization in exchange for continuing federal support.

Because of the success of the effort, Ford will be able to slash its annual interest payments by more than $500 million. That will also enhance Ford’s ability to survive without resorting to federal loans. Some Wall Street types like Ford's grit.

The debt deal may have changed the minds of some on Wall Street, who had questioned whether Ford could avoid government loans.

J.P. Morgan auto analyst Himanshu Patel wrote in an investor note Monday that the debt restructuring may be a sign that Ford management "believes car sales have bottomed and faith in its own ability to execute" its plan without government aid.

The debt buyback is another example of how Ford has capitalized on government requirements imposed on GM and Chrysler to reach deals with stakeholders.

Ford has also been the first automaker to reduce its debt and modify its contract with the United Auto Workers union to cut costs. In addition to eliminating bonuses and cost-of-living increases for workers, Ford also agreed to make up to 50 percent of payments to a union-run trust for retiree health care benefits in stock instead of cash.

The effort demonstrates, yet again, how Ford restructuring is progressing quickly. It's also called making your competitors (and your government) pay for their mistakes.

The Royal iQueen

First it was the box set of DVDs to PM Brown unusable on a European DVD player. And then only after realizing the media firestorm the cheap gift caused in the UK did the Obama White House scramble to assure the Brits that he meant no disrespect.

Yet, apparently they didn't learn their lesson.


Before the G-20 summit officially began with a dinner for the heads of state, President Obama spent the day hard at work, attempting to build a united approach to tackle the global economic crisis and forge relationships with foreign leaders. How do you do that? By giving Her Royal Highness Queen Elizabeth II a video iPod. Not just any old iPod mind you, but a video iPod, so at least he didn't give her the free Shuffle he got with his MacBook Pro. Only the best for a monarch!

As the crew over at Weekly Standard notes, imagine if Ronald Reagan had given Margaret Thatcher a mix tape, the outside of which was inscribed in his own handwriting, "Down with Tyranny Tour, 1964-1988," featuring such hits as the fiery "A Time for Choosing," the defiant "Tear Down this Wall," and of course, "The Boys of Pointe du Hoc," which we all know is the diplomatic mix-tape equivalent of Journey's "Faithfully." He didn't do that 1) because you don't give mix tapes to other women when you're married or over 14, for that matter 2) because Maggie would have undoubtedly lost her crumpets in his general vicinity at the gesture, and 3) because he was not a more-than-mildly self-important rookie without a protocol staff.

Apparently, being newly crowned American royalty doesn't automatically impart upon one the the grace to interact with actual royalty.

Communicating Authentically

When asked what he would say to his team before the biggest game of the season, Steelers coach Mike Tomlin noted that whatever it was going to be, it wouldn't be rehearsed.

"I make a conscious effort to wing it. I think that's real. I think our guys relate to that," he said. "It's that way that I deal with them, for the most part. This week has been tougher than most in terms of trying to keep those thoughts out of my mind because there's a lot to say. But at the same time, I'm intent on doing that (winging it). I'm going to just walk in and communicate with them like I always do. I never prepare for the night-before-the-game speech."

What Coach Tomlin is describing is his value for "authentic communication," which has been defined as "speaking from your heart from the highest regions of the mind and from the depths of the soul."

Unfortunately we as Republicans have often failed to communicate and engage the public in a sincere and meaningful way. At times our message has lacked a passionate authenticity that resonates with the hearts and minds of our friends and neighbors.

To paraphrase Todd Herman, we have not consistently and meaningfully artculated why the founding values of our state and nation, among them -the revolutionary recognition that God granted people inalienable rights, a limited government which administers to the affairs of the people at whose pleasure it serves, understandable laws which apply equally to all people, a vital defense used judiciously and reluctantly, and reliance-on-self and generous charity by choice- are still the guideposts for liberty, fairness and access to success for every American.

We believe that conservative ideas in economic and social policy produce a stronger and more just society. Yet as Ron Nehring has said, we cannot rely solely upon the correctness of our ideas in order to win the policy battles of the new century. To win, we must place new emphasis on organizing ourselves and persuasively, authentically communicating our proposals in a competitive marketplace of ideas.


As this author writes: "Communicating authentically is not an easy task. At times, authentic communication feels like risk and takes courage. It reflects your experience, not an absolute reality."

The Onus, is upon us: we must authentically and courageously communicate how a reasonable level of self-reliance, the expectation that one works for what one needs and wants and, the resulting sufficiency-of-self will, in fact, allow us to be a more free and more charitable people.

Obama Doubles Down on National Debt

President Obama continues to claim that his budget would cut the deficit by half by the end of his term. But as Heritage analyst Brian Riedl has pointed out, given that Obama has already helped quadruple the deficit with his stimulus package, pledging to halve it by 2013 is hardly ambitious.

Now Heritage has done us all the favor of putting Obama's doubling of the national debt in picture form.
Doubling the National debt sounds like a daunting task, but in this backgrounder, Heritage Analyst Brian Riedl details how Obama can accomplish the seemingly impossible feat.

Overall, the President's budget represents a sharp break from the policies that created the most prosperous 25-year period in American economic history. Instead, it puts politicians in charge of an increasing portion of the economy.
As such lawmakers should reject this budget and instead reduce tax rates for families and entrepreneurs, restrain runaway government, and reform unaffordable entitlements.

California's Advancing Nanny State

For those who may have wondered why California, the ultimate nanny state, ranked 47th in the State Freedom Rankings, here comes another frightening example of how California is aggressively interfering in the personal lives of its citizens and rapidly becoming the antithesis of a free and prosperous state.

Last year state regulators moved to grant themselves
emergency power
to control individual thermostats - in your home. This year, after tackling the pressing issues of the day like eliminating free parking and applying hit and run statutes to animals California's next task is telling citizens what color car they can buy.

That's right, impending regulations may soon restrict the paint color options for Golden State residents looking to purchase their next new vehicle. The specific colors that are currently on the chopping block are all dark hues, with the worst offender seemingly the most innocuous color you could think of: Black.

What could California possibly have against these colors, you ask? Your friends at the California Air Resources Board figure that the climate control systems of dark colored cars need to work harder than their lighter siblings – especially after sitting in the sun for a few hours. And that means more CO2 emissions which in a post
AB 32 business killing world is the gravest of all social sins.

The new regulations would be phased in beginning in 2012, so if you want that black car, you better buy it soon. Until then, perhaps we can get Personal Freedom listed on the endangered species list in California.

AIG Dust-Up: The Federal Government's Failure

A great post from the Reason.com Blog noting that in today's Washington Post, former director of the Congressional Budget Office Douglas Holtz-Eakin pretty much says it all about the AIG dust-up and much else:

The ... lesson is that no matter how bad you think market capitalism is, the federal government has proved it is worse. Congress originally banned these very bonuses, then stripped the ban out of the stimulus bill and is now threatening confiscatory taxes on the lawful recipients. The Treasury knew about the bonuses and vouched for their legality but now wants double the money back somehow. How, exactly, the Treasury expects any straight-thinking financial entity to enter into a voluntary public-private "partnership" to solve the financial crisis given this track record is a mystery to me.

Exit Question: As the Corner points out, Obama and the Dems explicitly protected the AIG bonuses in the stimulus bill. So why are the Republicans allowing them to get away with their faux outrage? Not a single House Republican voted for Pordulus and only three Republicans in the Senate did. Obama owns it.

Update: Sen. Dodd Admits Adding Bonus Provision to Stimulus Package. Dodd says Treasury forced him to add language to the stimulus bill last month that specifically excluded executive bonuses included in contracts signed before the bill's passage.

Obama’s Support Continues to Erode

A second major polling firm sees an erosion of support for Barack Obama after less than two months in office. Pew Research reports that Obama’s approval ratings have dropped below 60% and his negatives have climbed significantly after his first 50 days in office. Their results parallel those from Rasmussen which note Obama's approval ratings continue to free fall.

Obama’s approval rating falling to 59 percent from 64 percent in February. The study also finds the ranks of Americans who disapprove of the president’s job performance rising, to 26 percent from 17 percent.

So what has caused the erosion?  Pew says that Obama has increasingly become seen as an ideologue tied to the left wing of the Democratic Party.  By a gap of 44%-30%, voters believe Obama to have moved away from moderates, a reveral of his standing six weeks ago.  Why?  McClatchy’s analysis concludes that Obama’s economic agenda has begun to worry voters, who see a lot of government growth instead of economic stimulus.

In other words, I guess the public doesn't quite have the same taste for a
'New Kind of Capitalism' that Team Obama thought.

The LA Times Blog reported:
In the poll a minority (48%) approved of Obama's $700-billion financial institution bailout with disapproval now at 40%. And that was before the current kerfuffle over bonuses to AIG employees with federal bailout money. Mark Silva has some more numbers here in the Swamp.Despite the economic turmoil of recent months, fully 70% still say they're better off in a free market economy even with its severe ups and downs, while 54% are willing to accept more temporary government involvement at this time.

50 Days to Change the World

And so a frenetic first 50 days of the Obama Administration has come to pass. The opening weeks of Barack Obama's presidency have been unlike any in the United States since the oft-referenced arrival of Franklin D. Roosevelt in 1933. The current economic climate has provided the Obama Administration the opportunity to do things that could not have been done before.

And after all, we never want a serious crisis go to waste. So here's a quick look at how it only takes 50 days to change our world.

** Obama is on track to spend more money than any person in the history of the planet.
** Obama and Pelosi's stimulus bill was the largest spending bill in history.
** Obama and dems have saddled America's children and grand children with massive debt.
** He's lost at least 3 administration nominees due to tax fraud.
** He's promoted a tax cheat to run the IRS and Treasury.
** He's
insulted America's greatest ally, Great Britain.
** He's reneged on missile agreements with allies Poland and the Czech Republic.
** His administration has already met with the murderous Assad Regime from Syria.
** Obama signed legislation to close Gitmo.
** Obama
freed a dirty bomber from Gitmo to Great Britain.
** Obama told US soldiers and marines in Afghanistan, "We're losing."
** Obama has already discussed holding peace talks with the Taliban.
** The Obama stock market had its
worst January in 113 years.
** The stock market had its
worst February since 1933.
** The Dow has
dropped faster under Obama than any other new president in 90 years.
** Obama's budget
more than doubles the national debt held by the public, and adds more to the debt than all previous presidents -- from George Washington to George W. Bush -- combined.
** Obama will
quadruple the deficit this year.
** Obama's has enacted anti-business policies that may result in
14% of small businesses closing their doors in the next year.
** Cap & trade was introduced that will cost America 4 million jobs and cost Americans at least $700 per family per year.
** Obama passed legislation to
fund foreign abortions.
** Obama passed legislation to fund embryonic stem cell research.
